Laurel Mountain Minutes

Regular Monthly Meeting Held

January 21, 2009

Present: Griffith, Kinsey, Snyder, Holland, O’Brien, Mayor Light, Solicitor Miller

Absent: N/A

The meeting was called to order at 7:30 p.m. with a quorum present. The minutes of the December 17, 2008 meeting were approved with corrections. The following reports were submitted to council

The meeting was called to order at 7:30 p.m. with a quorum present. The minutes of the December 17, 2008 meeting were approved with corrections. The following reports were submitted to council:

Public Comment:

Craig Miller, Real Estate Tax Collector, reported that he has turned uncollected taxes over to the county. This year there are 11 delinquent properties totaling $1,326.00.

OLD BUSINESS:

Municipal Services Committee:

A garbage pail with anti skid has been changed to a tree near the entrance.

Mr. O’Brien reported that he spoke with Rob Cronour regarding the grant application for “Dirt and Gravel Roads” currently these grants require a match either financial or in-kind. Although the borough is not able to match Mr. O’Brien will resubmit the Beechwood project and will also include the White Oak project.

Finance Committee:

Ms. Snyder reported that she has received the 2006 Audit. She will present the audit to council at the March meeting. Council will solicit price quotes for the 2009 Audit which must be filed with the DCED not later than March 29. Solicitor Miller noted that several municipalities he is associated with use Thompson, Tomsey in Latrobe. Mr. Tomsey, Rae Ann Tronetti and Wm. B. Knap will be contacted for pricing on the 2009 audit.

Solicitor’s Report:

Solicitor Miller will forward to council prior to the February 4th meeting a copy of a resolution pertaining to the Open Records Officer. This resolution will outline how requests are to be submitted, charges for copies, etc. Solicitor Miller will ask that council review and be ready to act on this resolution at the February meeting.

Other:

Council secretary reported that the new bookkeeping software has been purchased and all 2008 figures have been entered. Two reports were submitted to council based on this information. If was found that the secretary and inadvertently understated income through the use of an excel spread sheet. Reports contain the information requested by council will be built in the software this will eliminate misstatements of financial data.

It was noted that all is fine with the police agreement at this time; Ligonier Borough has renegotiated a contract to provide service to the MAWC to patrol the reservoir.

To d ate Mr. Griffith has been unable to get in touch with Joe Crill of Verizon Wireless to discuss the possibility of a cellular tower in the borough..

NEW BUSINESS:

Mayor’s Report:

Mayor Light reported that during the month of December, the police logged 5:53 and reported once incident requiring no response. A Beechwood resident report their cat shot by a bb gun, the police referred the resident to Action for Animals. For the year the police made 387 patrols, investigated 21 incidents made 16 emergency response and made one non traffic arrest.

Municipal Services Committee:

It was reported that the culvert at White Oak and Walnut has split down the middle. This culvert will need to be replaced. There is a lot of water on the roads in that area. Mrs. Kinsey noted that the service line into the former Goughnour property broke, the owners are having it repair but she noted some of the water could be from that break. Mr. Holland reported that he tried to correct the runoff problem by digging diagonally across Walnut to divert the water into a ditch but this does not appear to have worked. After Additional discussion, a motion was made by Mr. Griffith, seconded by Mr. Holland to solicit bids for the replacement of the culvert on White Oak; this work is to include construction fabric. Mr. Holland has been authorized to spend up to $3,000.00 on this culvert replacement project – carried.

Finance Committee:

Ms. Snyder has provided PAMS with a resident listing which they will compare to the data base to make certain the borough is receiving all of the earned income tax due the borough.

Solicitor’s Report: No new business.

Other:

Due to travel, it was determined that a quorum will not be available on the regular meeting date, after discussion a motion was made by Mr. Griffith, seconded by Mrs. Kinsey to hold the February meeting, Wednesday, February 4, 2009 at the Laughlintown Community Center – carried. This meeting will be advertised and posted.
